Asker: I don't think its a typo for laces. I am thinking maybe it's a brand name or a type of shoe? This is included in the list of item confiscated from a detainee.

agree  Armorel Young: taking shoe laces off detainees is pretty standard practice, so Jack's suggestion sounds plausible to me - it's the sort of error that could easily arise if the list has been transcribed from an audio tape
