If a person was wearing the blouse and it was "nipped in" then it COULD be made to fit tightly around the waist, as in Jacks answer - but where they are hanging on a hanger, being "nipped in" could mean they were nipped in under the breast, the back, the neck or the arms etc, in which case they would be pleated in or they are pleated blouses. |
