Both.. but as per the tense


Explanation:
If it is present indefinite tense then - examines.
But if the sentence is in past indefinite tense then - 'has examined' will be used.

neutral  Christine Andersen: This is normally correct, but there are different conventions for tenses in different languages, and in different contexts or genres. English does not use the present for events that occurred in the past as often as some other European languages do.
