Thank you very much for your efforts.
I came to an conclusion at this issue.
I decided to interpret this issue as an error in the source text.
It seems most reasonable to conclude that the text is written by a person who was not native in English.

The nearest answer to this was given by... Piyush Ojha and/or ... Tina Vonhof with: All efforts must be made to ....

I'd like to reward one of them with points for commitment and participation.

It seems to me that the most significant (and puzzling) element in deciding whether this is an instruction or a statement of fact is in the second sentence: '...will not be captured as a protocol deviation, as long as ...'. The awkward construction and the use of 'will' instead of 'shall' in the first sentence notwithstanding, it seems to me that the organization which is commissioning the samples is telling the technicians what they have to do so that the samples are accepted. I also think that the poor English justifies giving less weight to the will/shall distinction in the first sentence.

This seems meant to be written in the form of instructions, for example 8. After centrifugation, USE pipette(s) provided.... and 11. SHIP frozen to ..... In that case you should say 'should' or 'must' instead of 'will' or 'shall': All efforts must be made to....

It seems to be so, as is apparent from the context: (please more context) ..
But what confuses me is use of english phrase will be made instead of should be made as expected for instructions.

1. One 3 mL red top tube without gel.
2. All efforts will be made to obtain the drug concentration samples at the exact nominal time relative to dosing.
4. Blood samples will be allowed to clot at room temperature for
at least 20 minutes.
5. Centrifugation using a refrigerated centrifuge is preferred...
Centrifuge the clotted samples at 1500 x g for approximately 10 minutes.
8. After centrifugation, use pipette(s) provided to carefully
transfer the upper serum layer into appropriately labeled tube.
Serum samples should be frozen in an upright position
at approximately -70°C...
11. Ship Frozen to ***abc** Monthly

You say these are instructions for medical workers - but then you seem not to be sure, and it is an essential question. If you aren't indeed sure that these are instructions, then the linguistic elements indicate that this is the description of a protocol, as Jack's answer infers. Could you please tell us what your question actually is?
