English translation: Sizing or Coating

I am translating a report about an investigation into allegedly faulty packaging coatings that were used in the production of EOEs (easy open end) tins.
The report says:
,,Identified good and bad systems using semi-coated plates of claimed batches:
1) Best:
[name of tinned fish product]
[name of coating] applied on 13 March 2011
Steel produced on 29 Nov. 2010

2) Bad:

[another name of tinned Fish product]
[name of coating] applied on 14 March 2011
Steel produced on 24 Dec. 2010
Difference noted – Best EOE’s had coatings applied on 3 different days, while the bad EOE’s had the size and 1st layer of organosol coated on the same day.’’

I can’t really make out the meaning of the word ‘’size’’ in this context.

Any help would be greatly appreciated.

agree  Tony M: Yes, it really means a kind of 'primer' or base coat to prepare the substrate (in this case, metal) to receive the subsequent coatings; usually, it helps these 'stick', and this could well be at the origin of the problems...

disagree  Tony M: Not, it's a special technical meaning here; there's nothing missing. Read it as "...had the size and [the] 1st layer ... coated..."
