to bear more heavily on the wealthy than on the poor Explanation: The reference to "forcing working families to pay makes me think they are using "progressive" in the same sense as it is used of income tax. "Progressive" taxation means that as you earn more, you not only pay more, but pay at a higher rate, which may increase as your earnings increase. I'm not sure how this would work in the case of VAT. It might mean charging VAT at a higher rate on luxury goods. I don't see how it could be tied to income in any more direct way. |
