English translation: improvised / invented their actions and words as it was happening

English term or phrase: made it up as they went along
A foreigner was bewildered with what happened from Brexit saying

"How could you have a system in which your speaker and PM made it up as they went along?"

What does 'make it up' here? Does it mean the PM and speaker made the system up as they cooperated so well?
Please help me, Thank you in advance!

Selected answer:improvised / invented their actions and words as it was happening
Explanation:
...instead of having a well-defined plan in advance or any kind of strategy from the outset (Bruno first suggested 'improvised' in his explanation under his suggestion, which I do not however entirely support).

agree  writeaway: I have the impression it's the same question but that the two who answered hid their answers. Improvised was part of one of the answers imo

-> Thanks, W/A! There was indeed a much earlier question, from a different Asker. Bruno did mention 'improvise' in his comments, as I have duly credited in my suggestion above.
