I'm not absolutely sure about this term, but I believe it means "measured when still green." I.e. when the wood has not yet dried, unseasoned wood. Wood will shrink after it dries, so "green gauged" wood will be larger than after it dries.

From what I\'ve been able to determine, the phrase \"green gauged\" is specifically New Zealand English. I found no other sites that used the phrase. Gauged means dressed, planed smooth or milled. It means the timber (British English term) or lumber (American English term) has been planed, i.e. is not rough sawn.

Explanation:
Green Lumber = Freshly cut lumber that has not had time to dry. Moisture content in excess of 19%.

Often called garden-grade lumber because it is stacked outside in a
lumberyard. Has a higher moisture content and is usually less
expensive than kiln-dried or air-dried lumber. It is also easier
to nail, but it will shrink as it dries, causing nails to loosen and gaps to appear between boards
