The high water solubility and very low vapour pressure indicate that lime substance will be found predominantly in water.
The production of lime substance can potentially result in an aquatic emission and locally increase the lime substance concentration and affect the pH in the aquatic environment.

When the pH is not neutralised, the discharge of effluent from lime substance production sites may impact the pH in the receiving water.

I am translating a text into Croatian and I can't find an actual meaning or definition for it. I appreciate any suggestion.

Sorry to disagree with your PM, but given that your text says "lime substance will be found predominantly in water", it's ridiculous to specify that this is slaked lime Ca(OH)2 as it couldn't possibly be quicklime (CaO). The use of the word "substance" means that it is not in solution (lime water).
