What does "one out of" mean in this sentence? I thought one out of about 10 too 100 means 1% to 10 %. if so, why the percentage will be majority? Majority should be 80 to 90 %.

here's the sentence that the expression is used. Thanks for your help!

"Considering that the majority of fires (one out of about 10 to 100) are small with low or even
no heat power, smoke detection is often faster than LHD and therefore smoke detection has
been promoted as a complementary system in addition to LHD."

neutral  Sheila Wilson: 'are' is fine. How is it logical to say that 1 in 10 is a majority though, when it's only one-tenth? And 1 in 100 is to me a tiny minority.
