This is probably very high voltage equipment. The acronym to remember when working on such equipment is SIDE:

Switch off
Isolate
Dump
Earth

Switch off and Isolate are, I hope, self-evident.

The Dump is to dump any charge that may be stored in the equipment. This charge can be dangerous even after the equipment has been switched off and isolated from the power supply. In this case they are dumping it by shorting together the live and neutral.

The Earth part is where the connect the live to earth to prevent any new charges building up.

agree  Tony M: yes — though not necessarily HV, applies equally to LV stuff too... Good practice! That's what I was always taught even in my normal LV work; and it's saved my life a few times... borrowing someone else's faulty neon tester... :-(

Explanation:
For the sake of safety, when working on electrical equipment, EVEN if the power source has been removed, it is a wise precaution to both connect Live and neutral wires to earth, and/or to connect (= short-circuit) Live and Neutral together; in this way, even if power were to be accidentally re-applied, the short-circuit would immediately cause a supply fuse to blow (or other protection device to trip), thus protectingthe worker from an electirc shock hazard.
