Note to David and more so Ken: In principle, I agree with you that power failure or "in the case of a power outage" are standard terms, the operative words here are "of an interruption", so IMO it would be acceptable to say "In the event of an interruption in the power supply, all electrical devices must be switched (turned) off". Don´t you think?
