neutral  Tony M: Seems as if it might be an Americanism, but as 'solidly' is often used with a different meaning, I think it is best avoided here.

  -> thanks, Tony. I have, which is why I checked it out. We used to use it when I worked in computers, and had a console to scrutinise with flashing lights (or otherwise!) that we had to learn to decode. That was in the good old days of the Atlas computer

I have a manual before me for interpreting equipment that instructs the user to adjust the volume so that "the light stays green", and later "the light stays on". You could say steadily illuminated, steady illumination, etc., depending on your context. HTH
