"Verify dryer disconnect panel is turned ON and 3 phase voltage coming out of disconnect."

...is it a panel which groups all disconnect switches?

Selected answer:master switch
Explanation:
US electrical jargon for a master switch (for high-current loads), such as commonly used for relatively large machinery. In this case (3-phase supply) it would consist of a three-pole switch actuated by a common handle (if it's mechanical), or a three-pole contactor actuated by a pushbutton and an auxiliary drive circuit. It might also include fuses or circuit breakers.

'3-phase voltage coming out of the disconnect' means that 3-phase voltage is actually present on the cable exiting the disconnect (it could be physically 'ON' but still not provide a 3-phase voltage if there is some sort of internal fault).

a panel which groups all disconnect switches

Explanation:
'Voltage coming out of disconnect' means that voltage is present at the output of disconnect panel. It means that a) Voltage is present at panel input; and b) Disconnect switches are effectively closed.

probably a group disconnect panel

Explanation:
with a three-phase cable coming out of the disconnect group.

See explanation below...

Explanation:
There is likely to be a master switch panel for the dryer, viewed as a 'disconnect' panel because it would normally be left on all the time, and would only be operated with the specific intention of disconnecting the dryer (for maintenance work, for example...)

It's probably only a single disconnect switch, though of course, a 3-phase one.

'coming out of' simply means that there must be a 3-phase supply output from the switching on this panel.
