I'm not personally familiar with this type of component, but it seems to be a relay that is driven by a pulse, and stays on for a pre-determined time period. In other words, it will take a momentary input signal and convert it into a continuous output, for a presettable length of time.

The sort of thing that is used to control lights on landings in blocks of flats!
