..I imagine that fl = fluorescent, sw = switch, w = with, eb = electronic ballast, but I cannot understand what a fluorescent switch is, so maybe I'm wrong somewhere....

Explanation:
I reckon that it is not 'a fluorescent switch', but rather, 'a fluorescent that is switched' (as well as / instead of dimmed).

It seems to me to be referring to a type of dimmer suitable for fluorescent lights (clue: electronic ballast), which also offers a direct on/off switching facilities.

If in fact this is NOT a dimmer, it might even just be a low-voltage electronic 'switch for a fluorescent light'; the sort of thing that is widely used in remote-controlled applications.
