They do seem to be treating it as an add-on: "Adding an option is not mandatory in most cases. See specific program requirements." IMO these pages are a linguistic mess. Not surprised, since they're "bilingual." It's clear enough if one is used to the modern American university business model. You get 4 years to fulfill the requirements for a Bachelor degree, unless you want to pay even more. In addition to the courses for the major, you need "general education" courses. Some of these can be cohesive as a minor or option, or they can all be random general electives. At least no one suggested "minor study module" ;-)
PS You can see from the graphic that the Option, unlike the Minor, is an extension of the Major/degree. That's why it technically shouldn't be broken up. I suggest something equivalent to: Bachelor degree in Computer Engineering with extended focus as Engineering Management and Entrepreneurship.
When the option is a required part of the degree, it's a "true" focus/concentration.
