I presume this is on a drug or other product of some sort, and it would mean that a disclaimer has to be written (in the leaflet or on the label, maybe) that relates to that particular country's legal requirements. You might have to legally put more information in a disclaimer in Australia than in China, or something. They will not want to put all the information for the most legally demanding country on all the labels, they will want to include the minimum they can, so they will write a different one for each country.
