I checked the type of fastenings they mention, and they are talking about fastenings put into concrete after the concrete is set, in other words solid, hard concrete.
Concrete can be poured "in-situ", into the exact position into formwork exactly as it is going to remain, or made elswhere, "pre-cast". Either way, the liquid concrete has to set, dry, cure. When that process is finished, the concrete is solid, dry and hard, it is ready. If it is made not "in-situ", then the piece of beam or slab (the usual forms) can be moved, put into position.
Your concrete elements are made "pre-cast", so the ties are put into them with the adhesive mortar and then put into position and the ties are fastened.
