But here's another example of the same form in which the same section reads: "- BENEFICIARY - SPONSOR OF PRIVATE BILL NUMBER" https://www.cia.gov/library/readingroom/docs/HOLEJKO, MIKULA... It refers to a private immigration bill, a way of getting relief from the US Immigration Act.
