This abbreviation is used in Latin letters in a Russian text which translates as follows:

When we were taxiing to the runway the display “Engine control” lit up. We were prepared for this failure and, as it does not figure on the MEL, we informed air traffic control of a failure in the starboard engine and, on its instruction, we taxied to SA No. 9.

About the least unlikely I can find for this is "Minimum Equipment List", but I don't quite see how that would fit.
