Jag översätter ett informationskompendium för ett EU-program för rektorer och lärare som handlar om s.k. praktikgemenskaper, ämnade att höja deltagarnas kompetensnivå, och då nämns ett begrepp som kallas The double-decker approach:

The goal of xxx is to raise the achievement of pupils in an inclusive setting and the successful integration and education of refugee children by enhancing the professional development of school leaders and, consecutively, that of teachers. It will be realised through structured, collaborative, problem-solving
activities by the special PLC-method of school leaders intended to result in similar teachers learning groups (the double-decker approach).
