As Pablo says, the English is poorly formulated and its interpretation involves guesswork. However, as pma states, it appears they are using it as a verb (an invented phrasal verb), but on the other hand, the text opens with "Once the water phase was removed from the tank...", so why 'cut' what has already been removed? Maybe the water supply was necessary to stop any pyrophoric material from coming into contact with air and igniting; therefore, as "no hot spots were detected", the text could refer to cutting the water supply as Pablo suggests. En fin, lots of guesswork and no real answers - I think you may need to ask the client for clarification.
