The original is quite weirdly written. For starters, I believe the "and" to be a typo (should be "an" in my view to make sense here).

Also, "production" targets here should come in tons per day/hour, whatever time unit, not in terms of personnel. For it to make sense it should read -again- "Mill X production team (or crew)".

Assuming I am right (of which I am far from being sure), I would translate as follows:

"Las fábricas X e Y están empezando a compartir equipos [de personal]. El objetivo para X sigue siendo de dos equipos completos equivalentes, pero no alcanza este nivel".
