English term or phrase: "rogue" officials
The term appears several times in this text about state responsibility. In this particular part, it is stated that a state has responsibility for crimes committed by its "rogue officials", regadless of whether the officials acted beyond the scope of their powers.

E.g., A State cannot evade responsibility for the acts of their officials by claiming that they acted “rogue.” "A rogue operation"

I've come across the term "rogue state" translated as "estado canalla", but I'm not sure that works here.

Más que tratar de calificar moralmente las actuaciones de los funcionarios, diría que el término se refiere a que actúan por voluntad propia y no en aplicación de la normativa que les rige.

esa es la idea de "rogue" en inglés ... estas personas actúan posiblemente para hacer daño pero de todas maneras actúan por su propia cuenta sin respetar sus obligaciones contractuales

agree  Luis M. Sosa: Creo que va por aquí. "Rogue trader' es un término ya clásico de la literatura y los reportes de noticias de escándalos financieros. Implica falta de supervisión (no necesariamente independencia), falsificación de registros, audacia y por último, cárcel.

According to Merriam Webster...
Rogue, by itself, has been used to refer to an elephant that has become violent (either from being separated from their herd, or because they have been injured) since at least 1835. When going rogue was first used it had a fairly specific meaning of ‘behaving in an erratic or dangerous fashion.’

The expression today is more likely to be used to indicate that someone is displaying some degree of independence or failing to follow an expected script. And it need not be applied only to elephants (either real or symbolic ones).
