There's no grammatical error here. The Village President is a representative of the civil population. It is defined as "Village presidents preside at village board meetings but are not considered the chief executive officer of the village. Village presidents do not have veto power and, like any other trustee, may vote on all measures that come before the board."

They mention the word"Presidenta de la vereda de Yolombó. I think this is the name of a government position in this country. I heard about a similar job position in Ukraine once.

I have to agree that a mistake was made somewhere in the transcription. According to the town's website (http://www.yolombo-antioquia.gov.co/Ciudadanos/PortaldeNinos... the mayor is a man named Amador Pérez Palacio, so this activist can't be the mayor.

Another option is the possibility of an indigenous group called Yolombó that she is the head of, but I found no hits for such a group (the closest thing I could find were the Tahamíes who inhabited the area).

I'm not sure what is wrong but this is the way that they sent it to us. Yolombo is a small village in Colombia. Do you think they try to say the mayor of Yolombo or The Councilwoman of the village?

En realidad falta parte de la oración para que tenga sentido. Dice que : She is an enviornmental and human rights
Esto no tiene sentido puesto que no tiene que ver con lo que viene después,
president of the village of Yolombo, a menos que hubiera un error ortográfico dentro de la oración y pues entonces sería posible adivinar el significado de president of the village. Podría ser alcaldesa pero con presidente me parece raro traducirlo de esta manera porque no se suele decir así sino >>mayor<<, una palabra más común. Podría resultar que quisieran escribir esto : She is an enviornmental and human rights activist, resident of the village of Yolombo, Colombia < but this is just guesswork at this point with no confirmation.
