Hello:
I am translating a Table describing two ways a country can provide human resources to support the work of an intergovernmental organization. One of the sections reads:

Cost to (name of the intergovernmental organization):

Voluntary contribution total amount, including missions budget of EUR xxxx (2 missions to (country), 2 to (country):
• EUR xxx for an A3/average step (A3/8 equivalent)
• EUR xxx for an A3/1
• EUR xxx for an A2 average step (A2/8)
• EUR xxx for an A1 average step

I do not fully understand what "average step" means.

An analysis of post statistics and base salaries since January 1998 reveals that the ***average step*** (salary level) for D-2, D-1 and P-4 for the Professional
category and above, GS-6 and GS-4 for the General Service category
has progressed by one step and GS-5 by 2 steps, compared to the levels
used for calculating 29 C/5, the level of the other grades remaining the
same. This has resulted in an increase in net remuneration;
