There are some employees who are exempt from this coverage. Those not eligible include: employees currently enrolled in Medicare/TRICARE/CHAMPUS as well as managers, supervisors, or confidential employees earning over an annual limit established yearly by the City. If you are on Medicare you must notify your HR department that you are enrolled in Medicare so an HRA is not established for you. If you do not notify HR and you are enrolled in this HRA plan, Medicare will become your Secondary Insurance and this will be detrimental to you and cause delays in provider payments.

HEERA defines a “Confidential employee” as “any employee who is required to develop or present management positions with respect to meeting and conferring or whose duties normally require access to confidential information which contributes significantly to the development of those management positions.” Positions usually are considered confidential if the employee:
a) regularly types grievance responses and maintains the grievance files; or b) is directly involved with systemwide or campus meet and confer sessions, including participating in management caucuses to evaluate information and determine the campus' position.
