Yes; that is exactly the way I read it here. That is why I feel "como mínimo" to be an accurate translation -although it certainly loses some nuances of the original "apologetic". And yet, even though "en el peor de los casos" is quite an elegant option, it adds sort of a judgement on the matter (añade un sabor a juicio de valor, que creo que el original "apologetic" no incorpora).

Cito del mismo texto que encontraste para plantear, en mi ya editado aporte anterior, que 'at its least apologetic' (in opposition to 'at its most') significa algo como lo expresado en 'more stridently': 'we are capable of self-rule, and others are not'.

What does it mean to be an 'apologist' of a regime, and does this sense, i.e., a defender of what some people might consider 'the indefensible,' not apply here?

I'd argue that 'at its most apologetic' means 'in its most cautious and conciliatory defense' (of the indefensible), designed at times, to a certain extent, to find 'common ground.' In contrast, what would 'at its LEAST apologetic' mean? At its most vulgar, offensive, obnoxious?

'At its least apologetic,' would there not be clear, unequivocal support, as seen below?

"More stridently, it marks the revival of the old Roman idea of homo sacer: we Brits, Americans, etc., are capable of self-rule, and others are not; they need our savoir faire and we will impose it on them."

Aunque reconozco la pérdida inevitable de matiz, me sigue gustando más "como mínimo" aquí. No obstante, la alternativa que plantea Bea está perfectamente ajustada y me parece buena solución: en el peor de los casos (at its mos apologetic).

Como ya mencionado por Bea, no conseguí darle sentido a la frase del OP hasta que pude localizar el contexto más amplio. Por ejemplo aquí:

Creo que lo que quiere decir Saltasebes es que el imperio tiende a verse en el peor de los casos como algo no necesariamente malo. A la vista del contexto que ha tenido el acierto de aportar y es indispensable para la correcta interpretación del texto, tiene razón.

Te decía que lo leo justo al revés.
Si revisas el párrafo, se dice que pervive aún una nostálgica imagen positiva del Imperio Británico (there is still nostalgia for a benign image of the British Empire). Entre los libros más vendidos en 2003, se encuentran muchos dedicados a contar las historias de aquellos que se sacrificaron por el imperio (British bestseller lists in 2003 had any number of books devoted to telling stories about those who had sacrificed themselves for empire). Si no ya como algo bueno, el imperio se entiende, como mínimo, como algo no necesariamente malo.

No sería así "como mucho" sino "como mínimo"; como mucho, el imperio se ve como algo posiblemente bueno; como poco -como mínimo- el imperio se ve como algo no necesariamente malo...
