Explanation:
In-state tuiton refers to a situation where the applicant is from the same state than the college/university it's placed. Since they have already pay the tuition through the taxes applied, it wouldn't be fair to pay them again.

I can't find a better translation than "matrícula estatal" though I don't think the meaning is 100% accurate.
