También "los que formulan políticas (públicas)" ---tal y como se dice en el documento de CEPAL indicada arriba----

La primera vez se menciona, yo utilizaría una breve descripcion (como "los que formulan políticas") y luego usaría "formuladores de políticas" o viceversa.

In fact, I used this translation quite a bit for my Spanish edition of Russell Crandall's "Gunboat Democracy: US Interventions in the Dominican Republic, Grenada and Panama" (2006), published in Madrid as "Democracia a la fuerza. Intervenciones estadounidenses en la República Dominicana, Granada y Panamá" (Manuscritos, 2011):
