"Slug load or slug discharge means any discharge at a flow rate or concentration, which could cause a violation of the prohibited discharge standards in section 19-152(a). A slug discharge is any discharge of a non-routine, episodic nature, including but not limited to an accidental spill or a non-customary batch discharge, which has a reasonable potential to cause interference or pass through, or in any other way violate the POTW's regulations, local limits or permit conditions."

“Slug”, a very technical term of difficult translation in only one word, I`m afraid. The definition can slightly vary from county to county, from city to city, from State to State in the USA, but it normally refers to water, wastewater, sewage and industrial waste with a concentration of a given substance (always a toxic constituent) or a quantity of flow that exceeds the limits established by the local ordinances. The danger of such slug discharges, commonly episodic or accidental, is that they could kill the bacteria used by treatment plants to break down sewage solids and to clean the water before its discharge.
Although “load” usually translates as “carga”, in this specific case paradoxically seems to refer to a “discharge” of the hazardous substances mentioned (“Slug load or slug discharge”). Hence, I suggest “descarga” as a translation for “slug load” (= slug discharge).

After consulting with the client, we have decided to use the term "carga/descarga de impacto," because we also have space limitations in the document. However, your information shed a lot of light into the inquiry.

Tratándose de una depuradora creo que se trata de "sludge load" donde "sludge" es fango o lodo. Está prohibido dejar salir fango / lodo de las depuradoras.
