English term or phrase: a pitch of high and pervasive operation
Hello colleagues,

I'm having some difficulties to translate the following sentence in a paper about political economy. Don't know if I'm getting the meaning right. Any suggestion will do. Thank you!

"This was a period in which the Keynesian and welfare-statist policy systems were brought to a pitch of high and pervasive operation."

My interpretation:

"Los sistemas keynesianos y de políticas estatistas de bienestar alcanzaron gradualmente una difusión alta y generalizada"
Mariana Dellavale
Argentina
estaban en auge
Explanation:
I think that this would accurately convey the idea. A more literal (but also more awkward and wordy rendering) could be:

"habían alcanzado su máximo nivel de implantación"
