It is Not referring to partitions here, as you ask in your question. What they mean by "frontdrive" is essentially the "local hard-drive", and by "backdrive" the "secondary-drive" (external hard-drive, tape-device or other), but most definitely a device that is not physically part of the computer being backed up (or is external).
