"low ground clearance" is a characteristic of a vehicle (as per Gaby's answer), and the towing company can do nothing to "fix" this. What they can do, is assist the owner of such a vehicle to get from one end to the other of a stretch of road that is so uneven that the bodywork/chassis would touch the ground and cause damage to the vehicle. That's easily done by putting the vehicle on the back of truck with "high ground clearance".

The problem that the company offers to resolve is not the "low ground clearance" - it is the problem of carrying the vehicle over an uneven road.

Explanation:
Ground clearance can be defined as the space or distance from the lowest point of your vehicle to the level surface below it. The tires are not considered for the this definition as they are designated to be in contact with the ground.

The ground clearance is not something that you have to go and measure or calculate as the manufacturers usually give the distance in millimetres or inches in the overall list of dimensions.

The lowest part of the vehicle can be a differential or some part of the undercarriage of your vehicle and the specifications given are for an empty vehicle so the ground clearance would be slightly lower when fuel, passengers and cargo is added.

La altura libre al suelo respecto a un A4 Avant normal crece 34 milímetros, principalmente gracias a una carrocería sobre elevada 24 milímetros y a unas llantas de serie de 17 pulgadas que pueden llegar hasta las 19 de forma opcional. Vale que no parecen las medidas más idóneas para rodar fuera de carretera, pero dicen que así se mejora también la altura al suelo.

Ofrezco mi sugerencia basado en las excelentes explicaciones de Gaby y Robin, y en mi experiencia en Seguridad Industrial.

Lo que se ofrece es un servicio que apoya la carga/descarga y transporte de vehículos que presentan perfiles muy bajos (como por ejemplo, limosinas) y que deban pasar por caminos donde se presenten desniveles que impidan su paso (como por ejemplo, un paso de trenes) o que no puedan/deban ser conducidos por vías normales (como los carros de carrera / dragsters).

El link es una guía de U-Haul que explica el procedimiento de carga; debido a fallas en la página web, anexo la versión en caché.

Aunque no se habla de las condiciones que menciono, y los 'truck, van or SUV' no sufren de esos problemas, low ground clearance se refiere a ese servicio.
