Regarding your point to Robert, "If you read the Nasa Handbook you will find many "baseline requirements" as an activity, so as a verb." - An activity is not a verb, it's a noun. "I'm going out to enjoy the activity of walking" - linguistically the word "walking" is a noun.

In light of the actual context ("A modified qualification, verification, and validation process may be required to baseline a new design solution." pg. 93), I'd suggest "para establecer los requisitios básicos para una nueva solución de diseño."

If "may be required to baseline a new design solution" was the term you wanted translated, then you should have posted *that* term, and not simply "baseline requirements" with the confusing comment that it is a "verbo."
