I also agree with the asker's idea of 'la base' whilst it ought to be noted that, in legal and legislative Irish, on the footing of becomes 'on foot of'.... NB also the compulsory accent on condición though, in post-revolutionary Portugal last century, accents and the five diacritics had been abolished as being 'bourgeois'.
