In my opinion and according to dictionary:
"Margin - a limit beyond which something can no longer exist or function".
So, I'd say, it's "základný" or "minimálny".

agree  Stuart Hoskins: it's not entirely clear, but if the other two items are family allowance (full) = plny, family allowance (supplement) = castocny, then margin would be "podcastocny", tj. zakladny
