Explanation:
Nije reč o broju zaposlenih koji radi puno radno vreme, već o ekvivalentnom (hipotetičkom) broju zaposlenih* s punim radnim vremenom takvom da ukupan broj radnih sati bude isti.

* taj broj uopšte ne mora biti ceo, tj. može bez problema biti decimalan

Npr. u jednoj firmi može biti 6 zaposlenih koji svi rade 4 sata dnevno, dakle niko ne radi puno radno vreme. Ukoliko je puno radno vreme 8 sati, to znači da je broj zaposlenih u ekvivalentu punog radnog vremena 3, jer bi firma sa tri osobe koje rade po 8 sati dnevno ostvarila isti broj radnih sati kao ova.

Full-time ekvivalent (FTE – ekvivalent punoga radnog vremena) treba izračunati za nastavnike koji su prikazani u stupcu 3 "s kraćim od punoga radnog vremena". FTE se računa tako da se izračuna postotak ostvarenih sati u odnosu na punu normu sati. Ako je nastavnik ostvario 12 sati, a norma je 22 sata, FTE je 12/22x100=55%, za ostvarenih 12 sati u odnosu na normu od 28 sati FTE je 12/28x100=43%.

A full-time equivalent measure is just a way to normalize personnel numbers to "full time equivalents".  An office with 24 personnel could have 24 FTEs, or 12 FTEs, or 28 FTEs.  It depends on their status.  If all 24 people only worked half-time, then there would only be 12 FTEs for the office.  If everyone worked a full year (organizations define this differently), then the office would have 24 FTEs.  If some in the office worked overtime, then the FTEs could exceed 24.
