An assignor, to my understanding is the authority which (who) assigns a supervisor to a student for a thesis being undertaken by him/her. This authority is usually the Director of Studies of that particular university. In absence of a suitable equivalent in Russian for the term assignor, "руководитель аспирантской программы" could be an option.
