I am currently translation "spent fuel" as "combustível queimado" in Portuguese. Is that correct? And if so, what would be the appropriate translation for used fuel (or are the synonymous?)?

I don't think the fuel in theis case is burned. Rather, its capability of undergoing fission is lost. So, I would use the word "usado " instead of queimado. And, yes, used and spent" are synonimous, in this case.

Realmente achei o termo "combustível exaurido" um pouco antes do seu "post" e gostei muito dele. Impressionante o número de termos por aí a fora: queimado, gasto, gastado, usado, utilizado...
O termo que se firmou é "combustível utilizado".
Na realidade é mais um erro consagrado de tradução, já que em energia nuclear, não é combustível que se usa; combustível implica em reação química de oxidação de combustíveis orgânicos.
Em energia nuclear, o que ocorre é a fissão (quebra) de um átomo físsil, normalmente o isótopo 235 de urânio ou, em alguns reatores, plutônio.
Normalmente, as barras de 'combustível' nuclear possuem uma concentração ao redor de 3% do isótopo 235 para 97% do isótopo 238. À medida que esse 'combustível' é usado no reator, a fissão quebra o U235 em um núcleo de rubídio 97 e um núcleo de césio 137.
