Sugestão:

Aqui no Brasil, em tempo muito seco o vento "levanta" a poeira. Dificultando, às vezes, dependendo de sua intensidade a visibilidade. Imagino que blowing snow tem o mesmo princípio. A neve se "levanta" com o vento.
