I agree that Best before (end of) October 2017, or Best before (end of) 2017, can safely be translated into Best før (slutten av) oktober 2017. I have orange juice in my fridge that will expire on 31 March 2011 at 11:14. I am tempted to keep it just to watch what happens.
There is a danger that saying just Best before 2017 will be perceived as Best before 2017 has arrived, when the intention was Best before 2017 is over. That's a full year of shelf life's worth of difference.
You should ask your customer if this distinction is important, or use siste forbruksdato (ultimate consumption date), which works with days, months and years.
