this is a kind of casement window that swings up from hinges fixed to the top; i think of it as tingkap hayun tho' not sure how widespread the term might be

disagree  yam2u: bash, you're thinking of hopper windows. follow link i gave nas for diagram. no hinges in top-hung & double windows. my apt windows are top-hung btw.

  -> not hopper; i might be wrong about hinges but my understanding of top-hung is as used here, i guess, where it's a window that swings up on a vertical rather than horizontal traverse
