Would it be apt to say "beliau yang membuat keputusan dalam syarikat berkenaan ..."?

i think "membuat keputusan dalam syarikat" (making decision in the company) [or "pembuat keputusan" - to translate it as a noun phrase like the source] does not completely reflect the sense of being the "directing mind and will of the company".

while the making decision bit can be inferred of course, i think the source phrase means more than that. someone who is the "directing mind and will" of a company will be someone who not only makes the decisions of the company but whose decisions determines the direction and focus of the company.
