The meaning of that legalism is that anything (terms, conditions, circumstances, previously made verbal or written agreements etc) will not not have an effect on what will be agreed, written, specified, laid down in the document, agreemenet, patent or whatever you are now translating. Most probably there are different ways of putting the term in Latvian, possibly shorter than what I propose, but the meaning is just that.
