Latin translation:consiliarius (peritus) nummarius (nummularius)
Explanation:
In the "Léxicon Recentis Latinitatis" (Dictionary of Modern Latin), you find "nummáriae rei disciplina" for "Finance Science" and "curator nummulárius" for "bank agent".
"Consiliarius" is for "advisor"
"Peritus" is for "expert".
Up to you the choice.

Please, do keep in mind that in Classical Latin "nummarius" can also have the metaphorical meaning of "corrupted" (eg. in Cicero "iudex nummarius" is a "corrupted judge"), so you might want to opt for "nummularius", even though this adjective mostly refers to banking.

As you know, Latin goes for the "real" against the "ideal", that's why I suggested the substantive for the person.

In Latin "advice" is "consilium" (the verb is "dare consilium/a"), while "preascriptio" "praeceptum" mean a professional advice, something to be followed, but usually they refer to doctors, rulers or judges.
Still, you could use "consultatio" > "consulenza" (from "consulo" meaning "to ask for an advice")and it would be "De re nummaria consultatio",even if the stress would be more on the "asking", not on the "giving", an advice.
