it wouldn't have cooled 'em off any if you know what I mean.この 'emが何を指すのかも合わせて教えていただければ幸いです。

とりあえず、

おれが何を言っているのかわかったところで、頭を冷やすことにはならなかっただろう

としてみたのですが、ご意見をお聞かせください。

It's phrased very indirectly. I think the implication is that she's a little promiscuous (尻軽), so I used 重い.
Literally the author is talking about cooling down the material at the top back of her trousers.
"尻の熱を冷ます" is much more direct.

尻を少しでも重くさせない

To paraphrase, "it would not have cooled her pants off at all." I think the author is trying to say that spanking her would have made her "hotter" in that "area".

Thank you for your help. I think I understand your explanation. But then why 「重くさせない」? Shouldn't it be something like”尻の熱を冷ますことにはならない”? Since the word is "cool," not "weigh, or make it heavier"?
