高校 is a shortened form of 高等学校. So in a formal situation, the latter should be used. Also, as you may know students from 7th grade to 9th grade go to 中学校 which is compulsory. At the end of the 9th grade, students have to sit for the entrance exam of a senior high school (高校) of their choice. They may sit for the exam of more than one high school. If they fail the exam, they have to wait for a year to try again, or have to find some other way, such as going to school overseas.
