agree  isoyo: Joeさんの言うとおりネイティブの英語ではないでしょうね。yuzourenさんの第3の選択肢が解釈としてはBestかと思います。seedlingには「未成熟の」という意味があるので、恐らく’未成熟の去勢された牛’を意味しているのではないかと思いますが。。。その土地で飼われている去勢された牛は成長しつつ太らされているってことでしょうかね。

I also agree with Kathys answer. This is just another way to say it. Bulls are usually casterated between 3-6 months(FYI)子牛は12ヶ月未満と言うことで0-2ヶ月は哺育、3-12ヶ月は育成牛、12ヶ月以上の牛は繁殖と肥育に分かれてます。

agree  humbird: I vote for this. Given the sentence "cultivated at 521,973 over 25ha area", they must be talking about hay (grasses). The way I figure this puzzling sentence is "cow cut" meanss a cut of grasses (hay). I grow alfafa to feed livestock.
